You are able to hide a car in state? Meaning there is a way to steal a car and keep it in the same state to which you stole it from?
As far as I know, no. If there is, it hasn't been brought to my attention.

Do you get more experience points depending on your part in an organized crime?
Strategic placement of people within an OC can change the exp given, but each position will receive an equal share of the exp.

Going on vacation gets you 2% health each day?
I haven't heard that, no.

Failed OCs take away experience points, making it take longer for you to rank.
No. Failed OCs, like failed crimes, still give you exp, but not nearly as much as a success would have.
